Rockefeller, too, but at least he's been on the wrong side of FISA for a while now.

I question why he wrote that little letter to Cheney that was to be sealed and opened at a later date. In the letter, he expressed the concern for the legality and constitutionality of the Administrations wiretapping. He was one of the few senators briefed about this activity. Letter here:

Yet now he has voted for all of it to go through. Was this letter some sort of back door exoneration and excuse he could have in case things didn't go so well?

Rockefeller knew back in 2003, that you could just skip over Dubya and go right to the real "decider". Cheney slapped Rockefeller in the mouth with his cloven hoof to shut him up.
